About this opportunity
The City of Huntsville, Texas is requesting bids for removal and replacement of approximately 352 linear feet of collapsed culvert on 16th Street under Bid 26-33, with bids due August 27, 2026 at 2:00 p.m. Central Standard Time. Addendum No. 2, issued August 19, has introduced two distinct construction options tied to existing above-ground AT&T utility facilities in the work area, and all prospective bidders must acknowledge receipt of the addendum with their bid packets or face disqualification.
Option 1 requires the contractor to maintain existing alignment while coordinating with AT&T to temporarily support and protect its facilities during construction, with all AT&T coordination and protection costs included in the lump-sum bid price. Option 2 involves rerouting the storm sewer into 16th Street to avoid AT&T facilities, requiring approximately 40 additional linear feet of 18-inch reinforced concrete pipe, three additional manholes, approximately 200 linear feet of street cut and pavement repair, and restoration to match or exceed existing conditions in compliance with City and Texas Department of Transportation requirements. Bidders must submit separate lump-sum pricing for both options on the Revised Price Chart and specify the number of calendar days required to complete each option. The City reserves the right to award either Option 1 or Option 2 based on pricing, constructability, utility considerations, and overall value, but will award only one construction option.
Evaluation considers product durability, vendor performance, availability, delivery, and long-term efficiency beyond lowest price. A mandatory site visit occurred prior to Addendum No. 2; a second, non-mandatory site visit is scheduled for August 24, 2026 at 10:00 a.m. at 1212 Avenue M, Huntsville, limited to vendors who attended the original mandatory site visit. Written questions are due August 24 at 5:00 p.m., with responses posted by August 25 at 10:00 a.m. on the City of Huntsville, Public Purchase, and Electronic State Business Daily websites.
