About this file

This is Addendum No. 2 to Bid 26-33 for the 16th Street Culvert Replacement project issued by the City of Huntsville, Texas on August 19, 2026. The project involves the removal and replacement of approximately 352 linear feet of collapsed culvert on 16th Street. The original bid closing date of August 27, 2026 at 2:00 P.M. Central Standard Time remains unchanged. A second, non-mandatory site visit has been scheduled for Monday, August 24, 2026 at 10:00 A.M. at 1212 Avenue M, Huntsville, Texas (New City Hall), limited to vendors who attended the original mandatory site visit. All prospective bidders must acknowledge receipt of this addendum and submit the acknowledgment form with their bid packets; failure to do so will result in disqualification. The deadline for written questions or requests for interpretation is August 24, 2026 at 5:00 P.M., with responses to be posted by August 25, 2026 at 10:00 A.M. on the City of Huntsville, Public Purchase, and Electronic State Business Daily websites.

The addendum establishes revised scope of work with two construction options due to existing above-ground AT&T utility facilities that cannot be relocated from the work area. Option 1 requires the contractor to maintain the existing alignment while coordinating with AT&T to temporarily support and protect the facilities during construction, with all AT&T coordination and protection costs included in the bid price. Option 2 involves rerouting the storm sewer into 16th Street to avoid the AT&T facilities, requiring approximately 40 additional linear feet of 18-inch reinforced concrete pipe, three additional manholes, approximately 200 linear feet of street cut and pavement repair, and restoration to match or exceed existing conditions in compliance with City and TxDOT requirements. Bidders must submit complete lump-sum pricing for both options separately on the Revised Price Chart, along with the number of calendar days required to complete each option. The City reserves the right to award either Option 1 or Option 2 based on pricing, constructability, utility considerations, and overall value, but will award only one construction option.

REVISED SCOPE OF WORK – CONSTURCTION OPRTIONS

Following coordination with the local AT&T field representative regarding the existing above-ground AT&T utility facilities located near 1424 16th Street, the City has determined that the utility boxes cannot be relocated from the work area. AT&T has advised the City that the existing facilities may remain in place and be temporarily supported while construction work is performed beneath them, subject to AT&T's requirements and coordination.

To allow the City to evaluate the most advantageous method of completing the project, bidders shall provide pricing for both Option 1 and Option 2 described below.

OPTION 1 – EXISTING ALIGNMENT / WORK BENEATH AT&T FACILITIES

Under Option 1, the storm sewer shall generally remain along the alignment identified in the original solicitation.

The Contractor shall:

• Remove and replace the storm sewer generally along the existing alignment as identified in the original solicitation.

• Coordinate directly with AT&T regarding work performed beneath or immediately adjacent to the existing AT&T facilities.

• Provide all labor, equipment, temporary support, protection, and other measures necessary to safely perform the work around the existing AT&T facilities in accordance with AT&T requirements.

• Protect the existing AT&T facilities from damage throughout construction.

• Perform excavation, pipe removal, pipe installation, bedding, backfill, compaction, and restoration required to complete the work.

• Include all costs associated with AT&T coordination and protection/support of the existing facilities in the

Option 1 bid price.

The AT&T utility boxes shall not be relocated unless specifically authorized by AT&T and the City.

OPTION 2 – ALTERNATE STREET ALIGNMENT

Under Option 2, the storm sewer shall be rerouted into 16th Street beginning near the westernmost manhole and continuing beyond the existing AT&T utility boxes before reconnecting to the required storm sewer alignment, generally as shown on Attachment A – Alternate Storm Sewer Alignment.

Option 2 shall include, but is not limited to:

• Rerouting the storm sewer into 16th Street to avoid the existing AT&T facilities.

• Approximately 40 additional linear feet of 18-inch Class III reinforced concrete pipe.

• Installation of three (3) additional manholes.

• Roadway excavation, bedding, backfill, and compaction suitable for traffic loading.

• Approximately 200 linear feet of street cut and HMAC pavement repair/restoration associated with the alternate alignment.

• Restoration of affected pavement to the same as or better than existing condition and in accordance with applicable City and TxDOT requirements.

• Protection of existing utilities and coordination with affected utility providers.

• All other labor, materials, equipment, traffic control, restoration, and incidental work necessary to complete the alternate alignment.

BID REQUIREMENT AND AWARD

Bidders shall submit pricing for both Option 1 and Option 2 on the Revised Price Chart included with this Addendum.

The City reserves the right to select either Option 1 or Option 2 for award based on pricing, constructability, utility considerations, and the option determined to provide the best value to the City.

The City will award only one construction option. Bidders shall not combine the prices for Option 1 and Option 2.
