About this file

This Scope of Work document outlines engineering design services for the City of Huntsville, Texas's Farmers Branch Cast Iron Waterline Replacement project, specifically addressing the removal and replacement of approximately 352 linear feet of collapsed culvert on 16th Street. Design firms are solicited to provide complete engineering design services encompassing surveying, environmental assessment, subsurface utility engineering, bidding phase support, and construction administration. The project includes two distinct construction options introduced through Addendum No. 2, with Option 1 requiring coordination with AT&T to maintain existing alignment while protecting existing utility facilities, and Option 2 involving rerouting the storm sewer into 16th Street with approximately 40 additional linear feet of 18-inch reinforced concrete pipe, three additional manholes, and approximately 200 linear feet of street cut and pavement repair. Bids are due August 27, 2026 at 2:00 p.m. Central Standard Time, with a mandatory site visit having occurred prior to Addendum No. 2 and a second non-mandatory site visit scheduled for August 24, 2026 at 10:00 a.m. at 1212 Avenue M, Huntsville, limited to vendors who attended the original mandatory visit. Written questions are due August 24 at 5:00 p.m., with responses posted by August 25 at 10:00 a.m.

Bidders must submit separate lump-sum pricing for both construction options and specify the number of calendar days required to complete each option on the Revised Price Chart. All AT&T coordination and protection costs for Option 1 are included in the lump-sum bid price. The City reserves the right to award either Option 1 or Option 2 based on pricing, constructability, utility considerations, and overall value, with only one construction option to be selected. Evaluation criteria extend beyond lowest price to include product durability, vendor performance, availability, delivery, and long-term efficiency. All prospective bidders must acknowledge receipt of Addendum No. 2 with their bid packets or face disqualification. Option 2 work requires compliance with City of Huntsville and Texas Department of Transportation requirements for street cut and pavement repair restoration.
