The primary deliverables and responsibilities include reviewing financial report filings from Managed Care Organizations (MCOs), preparing written summaries of findings and risk assessments, reconciling Medical Loss Ratio (MLR) calculations, coordinating third-party audits, analyzing state-directed payments and Quality Incentive Payment Program (QIPP) reports, and preparing comprehensive financial reports and analyses to support managed care operations, state-directed payments, quality incentive programs, federal reporting, and regulatory compliance. Applicants must possess an active CPA license in good standing, a minimum of ten years of professional accounting experience, and a bachelor's degree in accounting or a related field from an accredited institution. The position is located at the DOM Central Office in Jackson, Mississippi, requiring regular in-person attendance, though limited remote work may be permitted based on operational needs and supervisory approval. Applications must be submitted electronically to procurement@medicaid.ms.gov and received by Friday, April 17, 2026, at 2:00 p.m. CST; submission materials must include a completed state application form, resume, and three professional references, with incomplete applications not eligible for evaluation. The initial contract term runs from July 1, 2026, through June 30, 2031 (five years), with options for successive one-year renewals subject to written approval and thirty days' notice for termination.

No set-aside designations or restrictions limiting the types of organizations or individuals that can respond are identified in the procurement documents. The compensation structure provides $52.50 per hour, not to exceed 1,850 hours annually, resulting in an annual base salary of $97,125.00 with a fringe rate of 7.65% ($7,430.06), for a total annual maximum compensation of $104,555.06; travel expenses will not be reimbursed, and payment will be based on actual hours worked and properly documented. Price adjustments may be made after the first 24 months based on performance and availability of funds, with increases not to exceed the lesser of five percent or the Consumer Price Index for all Urban Consumers (CPI-U). The award requires approval by the Public Procurement Review Board (PPRB) and/or the Mississippi Department of Finance and Administration Office of Personal Service Contract Review (OPSCR). References will be contacted until two references have been successfully reached and Reference Survey Score Sheets have been completed for each applicant; applicants are encouraged to submit additional references beyond the minimum of three to ensure availability and maximize compliance verification.
