About this opportunity

The Virginia Department of Transportation (VDOT), Northern Virginia District, is soliciting bids under Invitation for Bid 161314 for as-needed furnishing, delivery, and stockpiling of various aggregate types at Area Headquarters within the Loudoun Residency in Loudoun County, with bids due November 13, 2026 at 10:00 a.m. EDT. Every bidder must submit a Small Business Subcontracting Plan on Attachment B. Bidders not certified as small or micro businesses by the Department of Small Business and Supplier Diversity (DSBSD) by the bid due date must identify portions of the contract to subcontract to DSBSD-certified small businesses. The Commonwealth's stated goal is that over 42 percent of its purchases be made from small businesses.

Materials must come from VDOT pre-approved plants or quarries listed on Approved List #5, and bidders must identify proposed quarry sources by district. The contractor must maintain adequate inventory, deliver within five business days of a 24-hour advance notice, and off-load materials into neat stockpiles. Deliveries occur Monday through Friday, 7:00 a.m. to 2:30 p.m. EST, excluding federal and state holidays. Each delivery requires a load ticket on VDOT form TL-102A and a signed delivery ticket verifying tonnage. Measurement and payment follow Section 109 of the 2020 Road and Bridge Specifications.

Bidders must price per short ton (2,000 lbs.) with firm prices that include transport and delivery. Addendum 1 converts the eVA line-item unit of measure to short ton, and the October 29, 2026 Q&A confirms that short-ton pricing governs. Bidders must acknowledge Addendum 1 before the bid due date, and failure to do so may render a bid non-responsive. The virtual public bid opening is November 16, 2026 at 10:00 a.m. EDT.

The contract runs one year, March 1, 2027 through February 28, 2028, with no renewal options. Awards are made by line item to the lowest responsive and responsible bidder. VDOT pays within 30 days of receipt of valid invoices and verified delivery. The Commonwealth assesses an eVA transaction fee of 1 percent of order value, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses.
