About this file

This file is a Question and Answer document issued by the Virginia Department of Transportation regarding IFB 161314 for the delivery of aggregate in Loudoun County, dated October 29, 2026. The document clarifies a discrepancy identified by potential bidders concerning the unit of measure for pricing purposes. The inquiry questioned whether bids should be priced using short tons (2,000 lbs.) as stated on page 3 of the solicitation or long tons (2,240 lbs.) as indicated in the eVA line items. The Department of Transportation confirmed that all units of measure shall be priced as short tons, with bidders directed to reference Section IV, Specification/Contract Requirements, subsection 2, Unit Bid Pricing, and Addendum 1 for complete details.

This clarification ensures that all submitted bids will be evaluated on a consistent and comparable basis. The resolution of this discrepancy is critical to the integrity of the competitive bidding process, as the difference between short tons and long tons represents a material variance that could significantly affect pricing and bid evaluation.
