About this opportunity
The Virginia Department of Transportation (VDOT) is soliciting sealed bids through an Invitation for Bid (IFB #160214) for the design and construction of the Dillwyn Area Headquarters Combination Building and Fuel Facility in Buchanan County, Virginia. The project encompasses the construction of a single-story, approximately 4,998 square-foot structure featuring precast architectural concrete masonry exterior walls, pre-engineered wood truss roof framing, and architectural-grade shingle roofing. The facility includes approximately 2,416 square feet of administrative office space (staff offices, meeting room, restrooms, locker room, utility room, and storage) and two vehicle storage and maintenance bays totaling approximately 2,582 square feet, along with a complete fuel center featuring a 24-foot by 32-foot pre-engineered metal canopy, gasoline and diesel underground storage tanks (2,000 gallons and 10,000 gallons respectively), and all associated mechanical, electrical, and plumbing systems. The contractor must achieve Substantial Completion within 300 consecutive calendar days from the Notice to Proceed, with Final Completion required within 30 additional days. A pre-bid conference was held on March 5, 2026, and bids are due at 2:00 P.M. EST on April 2, 2026, with public bid opening scheduled for 2:00 P.M. EST on April 3, 2026. The contract is awarded on a lump sum price basis plus unit price items for excavation, and the contractor must acknowledge receipt of all addenda (currently two addenda issued) prior to submission or the bid may be deemed non-responsive. All work must comply with the 2021 Virginia Uniform Statewide Building Code, including structural design parameters for maximum basic wind speed of 130 miles per hour, maximum ground snow load of 70 pounds per square foot, and seismic design category C.
This procurement is limited exclusively to pre-qualified vendors under RFQ-501-515, restricting bidding to the following five qualified contractors: Avis Construction Company, Inc., Daniel & Company, Inc., Jamerson-Lewis Construction, Inc., Kenbridge Construction Co., Inc., and HSL Inc. (dba Loudin Building Systems). The contract requires a five percent bid bond with submissions, and successful contractors must provide performance and labor/material payment bonds equal to 100 percent of the contract price. The project is subject to Virginia Code prevailing wage requirements, with wage rates established by the Department of Labor and Industry effective February 11, 2026. Liquidated damages are assessed at $1,024.00 per day for failure to achieve Substantial Completion and $759.00 per day for delays beyond the 30-day Final Completion window. The contractor is responsible for demolition of all existing fuel facility components including dispensers, barrier walls, concrete, oil house, and underground fuel tanks, while VDOT will remove and relocate only the existing fabric canopy. No specific budget ceiling or award value range is disclosed in the procurement documents; however, the Commonwealth of Virginia reserves the right to reject any and all bids and intends to award the contract to the lowest responsive and responsible bidder, subject to availability of funds.
