About this opportunity

The Mississippi Insurance Department is requesting bids for smoke alarms funded through FEMA Assistance to Firefighters Grant Program EMW-2024-FP-00536, with bids due August 31, 2026 at 5:00 p.m. CST and public bid opening on September 1, 2026 at 11:30 a.m. The quantity is variable — calculated by dividing the $500,000 total budget by the unit price of the successful bidder, making this a lowest-unit-price procurement that maximizes quantity delivered.

Smoke alarms must feature sealed, non-replaceable long-life batteries; ionization sensors; tamper resistance; and piezoelectric horns rated at 85 decibels. Compliance is required with UL217, NFPA 72, California Fire Marshal, NFPA 101, and FHA/HUD standards. Pricing must be structured as an all-inclusive unit price covering freight, shipping, handling, and delivery — no separate line items permitted. The firm unit price must remain valid for 12 months from award. Delivery to Jackson must occur on normal business days between 8:00 a.m. and 5:00 p.m. CST with at least 24 hours' notice required.

All vendors must be registered with the Mississippi Suppliers Vendors system and submit a W-9 to MAGIC (Mississippi's Accountability System for Government Information and Collaboration). Bids may be submitted electronically through MAGIC or in sealed paper envelopes; facsimile and email bids are not accepted. Bidders must demonstrate satisfactory evidence of ability to deliver the full quantity; the Mississippi Insurance Department makes final responsibility and capability determinations and reserves the right to reject any and all bids and waive informalities.
