About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Department of Agriculture, is requesting quotes for a one-time purchase of 15% beef cattle pellet feed for General John McCausland Memorial Farm in Henderson, with bids due August 13, 2026 at 1:30 p.m.
The scope is 16 tons of 15% beef cattle pellet feed delivered in 50-pound bags. The feed must meet guaranteed analysis requirements: minimum crude protein 15%, minimum crude fat 2.5%, calcium between 1.5% and 2.0%, minimum phosphorus 0.60%, and minimum lasalocid 40 grams per ton, plus additional nutritional specifications detailed in the solicitation documentation. Delivery occurs in two phases: an initial 8-ton bulk delivery upon request from the farm manager, followed by the remaining 8-ton delivery within one week of the farm manager's phone call. All pricing must include delivery costs; the vendor bears shipping risks and costs under F.O.B. destination terms.
The contract term runs from the Award Document issuance through completion of all deliveries, with a maximum duration of one fiscal year. The award will be made to the vendor offering the lowest overall total cost for items meeting required specifications. Payment is made in accordance with West Virginia state procedures; vendors must accept electronic funds transfer and P-Card. Delivery delays must be reported in writing to the Agency; delays that could cause harm may result in contract cancellation or the Agency obtaining items from a third party. Unacceptable items are returned at vendor expense with no restocking charge; vendors must replace items or provide full credit or refund at the Agency's discretion.
Questions are due August 4, 2026 by 2:00 p.m., directed to Larry D McDonnell at larry.d.mcdonnell@wv.gov. Vendors must be properly registered with the West Virginia Purchasing Division and comply with applicable federal, state, and local laws. No pre-bid meeting is specified.
