About this file
This is a Notice of Publication and Invitation for Bid issued by the Mississippi State Oil and Gas Board (MSOGB) on September 30, 2026, for an Orphaned Well Plugging and Remediation Contractor. The MSOGB seeks sealed bid proposals from contractors qualified to do business in Mississippi to plug, remediate, and reclaim orphaned oil and gas wells. The invitation for bid (IFB RFx No. 3160006182) requires submission of sealed proposals by 4:00 p.m. on Friday, December 18, 2026, at the MSOGB office located at 500 Greymont Avenue, Suite E, Jackson, Mississippi 39202. A mandatory Pre-Bid Project Site Inspection is scheduled for Thursday, October 22, 2026, with alternative inspection dates available upon request from Morris Welch, MSOGB Field Director. The bid notice will be published in the Clarion Ledger Legal Notices on Monday, October 5, 2026, and again on Monday, October 12, 2026. Complete bid documentation is available online at www.ogb.state.ms.us or by contacting Missy Zebert at (601) 576-4919 or mzebert@ogb.state.ms.us.
The MSOGB will evaluate bids based on responsiveness, responsibility, and acceptability before proceeding to price evaluation and cost analysis. Award decisions will consider lowest cost evaluation, best value, qualifications, methodology, maximum capacity, and past experience of the contractor. All bids must be submitted as absolute turnkey bids, though change orders may be permitted in writing for technical procedures or unforeseen significant downhole problems discovered during well plugging operations. The MSOGB reserves the right to reject any and all bids and has discretion to waive minor defects or variations that do not affect price, quality, quantity, delivery, or performance. Contractors are expected to understand the full scope of work at each project site, acknowledging that unknown downhole well issues may arise during execution of the contract.

NOTICE OF INVITATION FOR BID
The Mississippi Oil and Gas Board (“MSOGB”) hereby gives notice that sealed proposals are sought and requested in order to retain the services of an Orphaned Well Plugging and Remediation Contractor (“Contractor”) qualified to do business in the State of Mississippi who will plug (if applicable), remediate, and reclaim orphaned oil and gas wells pursuant to a contract to be let by the MSOGB (IFB RFx No. 3160006182).
I.
Sealed bid proposals will be accepted by the office of the Board’s Supervisor at 500
Greymont Avenue, Suite E, Jackson, Mississippi 39202 until 4:00 p.m. on Friday, December
18, 2026. MSOGB staff will evaluate each submitted proposal and shall determine the lowest and best acceptable bid. The MSOGB reserves the right to reject any and all bids. The criteria for determining the lowest and best bid shall be as follows: All bids will be reviewed first to determine whether a bidder is responsive, responsible, and/or acceptable. Requirements are not assigned a point percentage and/or score, but are instead simply recorded as PASS or FAIL. Bids with errors that do not alter the substance of the bid can be accepted and the MSOGB’s designated representative may allow the bidder to correct the problem prior to review as long as the irregularities are insignificant mistakes that can be waived or corrected without prejudice to other bidders. The MSOGB has the right to waive minor defects or variations of a bid from the exact requirements of the specifications that do not affect the price, quality, quantity, delivery, or performance time of the services being procured. If insufficient information is submitted by a bidder with the bid for the agency to properly evaluate the bid, the agency has the right to require such additional information as it may deem necessary after the time set for receipt of bids, provided that the information requested does not change the price, quality, quantity, delivery, or performance time of the services being procured. All bids which are determined to be responsive, responsible, and/or acceptable will continue on to the price bid or cost evaluation. The MSOGB shall determine the best acceptable bid based on the lowest cost evaluation, best value, qualifications, methodology, maximum capacity, and/or past experience of the Contractor.
A full copy of the Invitation for Bid, its specifications, and any other applicable forms may be viewed online at www.ogb.state.ms.us or obtained by contacting Missy Zebert at 500
Greymont Avenue, Suite E, Jackson, Mississippi 39202. Ms. Zebert can also be reached by telephone at (601) 576-4919 or by e-mail at mzebert@ogb.state.ms.us.
ADVISORY: THE MSOGB SHALL NOT BE RESPONSIBLE FOR ISSUES RELATED
TO SEALED PROPOSALS SUBMITTED THROUGH THE UNITED STATES MAIL.
SHOULD ANY ISSUES ARISE WHICH RENDER SUBMITTED PROPOSALS UNABLE
TO BE OPENED, THE MSOGB WILL PROCEED AS SCHEDULED IN OPENING ALL
OTHER SEALED PROPOSALS RECEIVED BY THE OFFICE AS OF THE DATE AND
TIME STATED ABOVE.

II.
Proposals must be made in accordance with the form of proposal which may be obtained from the MSOGB. The form of proposal and all questions related to the proposal or bid package should be directed to Missy Zebert at the address, telephone number and/or email address provided above.
III.
Contractors are expected to be aware of and fully understand the full scope of work to be performed on each project site, notwithstanding unknown and unforeseen downhole well issues that may arise from time to time which are unknown or unforeseen to both the MSOGB and the
Contractor. A required Pre-Bid Project Site Inspection will be conducted on Thursday, October
22, 2026. If circumstances prohibit a prospective bidder from attending the Pre-Bid Project Site
Inspection on this date, said prospective bidder should contact Morris Welch, MSOGB Field
Director, at (601) 576-4925 or via email at mwelch@ogb.state.ms.us to schedule an alternative date.
Bid proposals require an absolute turnkey bid. A change order may be allowed with respect to technical procedures or unforeseen and significant downhole problems involving the plugging of an orphaned well; however, said change order must be agreed upon in writing in advance of the commencement of work at a particular well site.
