About this opportunity

The Mississippi Department of Archives and History (MDAH) has issued a Request for Qualifications (RFQ) for contractor prequalification to perform comprehensive restoration work on the President's House at Historic Jefferson College in Washington, Mississippi. This is a prequalification process only; selected contractors will subsequently be invited to submit sealed bids in a separate Request for Bids. The scope of work includes roof replacement with wood shingles and copper flashing, envelope and site drainage repairs, gutter and downspout repair or replacement, historic wood siding repair or replacement, historic wood window repairs, structural repairs to historic wood components, and brick pier repairs and repointing. Submissions must be received by 5:00 p.m. on Monday, May 4, 2026, and may be delivered physically to the MDAH Finance Office (Attn: Joey Roberts, 200 North Street, Jackson, Mississippi 39201) or electronically through www.szzarchbids.com. Contractors will be evaluated on a 100-point scale based on past performance (up to 10 points), project management team qualifications (up to 30 points), and relevant experience (up to 60 points), with a minimum score of 70 points required for the short list. Between two and five contractors receiving the highest scores will be prequalified for subsequent bidding. All key trade companies must demonstrate at least ten years of experience in their respective work types, with workmen and project managers having a minimum of five years of specific experience, and each contractor must provide documentation of at least five successfully completed projects of similar type, scale, and complexity within the past ten years, including project details, client references, contract amounts, and at least ten high-quality color images per project.

The RFQ does not identify any set-aside designations, disadvantaged enterprise restrictions, or specific funding source information. No incumbent vendors or current contractors are listed in the procurement documents. The submission requirements call for a minimum of five hard copies in tabbed binders organized by general contractor information and five key trade categories (copper flashing and wood shingle roofing, historic wood window repairs, historic exterior wood siding, historic wood structural repairs, and historic masonry repairs and repointing), plus five digital copies on CD or memory stick. No pricing information is requested during this prequalification phase, as final contract values and terms will be established through the subsequent sealed bid process. The project reference number is RFx # 3140004537, and additional project details are available on the MDAH website at https://www.mdah.ms.gov/HJC-presidents-house-rfq.
