About this opportunity

The West Virginia Department of Agriculture, through the state's Purchasing Division, is soliciting bids for a one-time procurement of 14% Bulk Beef Pellet Feed via Agency Request for Quote (ARFQ 1400 AGR2500000004). The solicitation seeks 18 tons of beef pellet feed to be delivered to the General John McCausland Memorial Farm located at 13280 Kanawha Valley Road in Henderson, West Virginia. The feed must meet strict nutritional specifications, including minimum crude protein of 14%, minimum crude fat of 2.5%, maximum crude fiber of 20%, calcium between 0.80% and 1.3%, minimum phosphorus of 0.40%, salt between 1.25% and 1.75%, sodium between 0.50% and 1.00%, minimum potassium of 0.8%, minimum lasalocid of 40 grams per ton, and minimum vitamin A of 3,000 IU per pound. Delivery must be completed in a minimum of two shipments with a maximum of 9 tons per delivery, with the second delivery required within 25 to 30 days of the first shipment. All delivery costs must be included in the quoted unit price on an F.O.B. Destination basis, with delivery required within two weeks of purchase order receipt. The vendor question deadline is August 29, 2024, and bids must be submitted by September 5, 2024, at 11:30 AM. Contract award will be made to the vendor providing the lowest overall total cost for items meeting all required specifications. Prospective bidders must complete the Exhibit A pricing page, sign the Terms and Conditions and addendum acknowledgement, and provide proof of insurance as specified in the contract requirements. Questions regarding the bid should be directed to Laryssa D Hoskins, the buyer, at 304-558-2221 or lhoskins@wvda.us.

The solicitation documents do not identify any set-aside designations, minority or disadvantaged enterprise restrictions, or incumbent vendors. There are no current contractors or existing infrastructure integration requirements specified. No budget range or estimated award value is provided in the available solicitation materials; however, the total contract value will be determined by the lowest responsive bid multiplied by the 18-ton quantity requirement. The State of West Virginia is exempt from sales and use taxes and will not reimburse such taxes. Payment will be made in arrears upon receipt of proper invoice and delivery of goods. The contract is subject to funding appropriation and may be canceled with 30 days written notice. Vendors must comply with all applicable federal, state, and local laws and maintain appropriate insurance coverage as specified in the general terms and conditions of the solicitation.
