About this opportunity
The City of Murfreesboro is requesting sealed bids for rehabilitation work at 1318 Eagle Street under ITB-09-2027, with bids due September 17, 2026 at 2:00 p.m. CST and a pre-bid meeting scheduled for September 2, 2026 at 10:30 a.m. at the project site. The project is funded with federal Community Development Block Grant (CDBG) funds from the U.S. Department of the Treasury, subjecting all contractors and subcontractors to comprehensive federal compliance requirements including Davis-Bacon Act prevailing wage obligations (applicable to construction contracts exceeding $2,000), Byrd Anti-Lobbying Amendment compliance, civil rights requirements under Title VI and Section 504, bonding for contracts exceeding $250,000, domestic preference for U.S.-produced materials, and five-year post-expenditure recordkeeping.
Scope includes structural and cosmetic renovation of a one-story brick home: floor joist replacement due to termite damage, bathroom renovation with new shower installation, front porch reconstruction, new laminate flooring, and interior painting. The contract is a single lump-sum bid. All work must be completed within 45 calendar days from Notice to Proceed, with liquidated damages assessed at one percent of the total contract value per day for delays beyond this deadline.
Bidders must hold Tennessee contractor licenses as required by Tennessee Code Annotated Title 62, Chapter 6, Part 1, and must submit license number, expiration date, and classification with their bid. All subcontractors must be identified and approved by the City. Bid prices must be all-inclusive, covering labor, materials, accessories, freight, equipment, permits, on-site dumpster and restroom facilities, debris disposal, and property protection, and must remain effective for six months from award. The City is exempt from sales tax. Written questions are due September 10, 2026 via the OpenGov procurement portal. Electronic bids will be opened publicly and read via Zoom.
