About this opportunity

The California Department of Transportation (Caltrans) District 12 is requesting Statements of Qualifications for A&E On-Call Traffic Operation and Traffic Management Planning Services, with SOQs due by 10:00 a.m. on September 14, 2026, and questions due within seven business days of the August 12 advertisement.

No set-aside or participation goal is required. The 0% DBE participation goal reflects updated federal regulations effective October 2025; Addendum 1 removed DBE documentation requirements from SOQ submissions as an interim action.

The scope encompasses traffic operations analysis, traffic safety improvements, engineering studies, traffic modeling, transportation management planning, Plans, Specifications and Estimates preparation, project development and design support, and construction support. Work is performed on projects located in Caltrans District 12 (Orange County) with potential expansion up to 30 miles into adjoining districts; specific locations are identified in individual task orders. The contract manager must be a registered professional engineer with a minimum of five years of responsible experience leading A&E teams in traffic operations, traffic safety, and traffic management planning, combined with a minimum of ten years of documented experience delivering similar services (both requirements serially across multiple projects without overlap). All personnel must be properly licensed and certified under California law. Prevailing wage requirements apply where specified in the final agreement.

The estimated contract value is $2 million to $3.2 million over a three-year term beginning September 14, 2026. The fixed fee for profit is 10% with escalation rates of 1.71% for year one and 3.42% for years two through three. Vendors must submit itemized rate sheets with unit costs inclusive of all direct and indirect expenses. The contract does not guarantee issuance of task orders.

Short-listed firms will be interviewed in person on September 29, 2026 in Santa Ana. Financial documents are due within four days of Most Highly Qualified designation, with cost negotiations scheduled for the week of November 5 and targeted completion November 18, 2026.

Addendum 1 requires disclosure in transmittal letters whether Generative AI will be utilized or provided as deliverable; failure to disclose detailed development and deployment information may result in disqualification. The SOQ must include seven sections: transmittal letter with team listings and authorized representative contact, GSA Standard Form 330 with contract-specific qualifications, key personnel availability table with retention strategy, communication plan, workforce analysis (required for firms with 50+ employees), nondiscrimination plan, and California Civil Rights Laws certification. All submissions must be electronic and printable in 8.5" × 11" format with minimum 8-point font. Prevailing wage compliance certification and debarment certifications are required.
