About this opportunity
The Massachusetts Bay Transportation Authority is requesting proposals for operations and maintenance services on a 100-kilowatt Northern Power Systems wind turbine located at the Kingston Commuter Rail Station in Kingston, Massachusetts, with proposals due December 9, 2026 at 2:00 PM. This is a prevailing-wage project under Massachusetts General Laws Chapter 149, with wage rates covering over 100 construction and equipment operation classifications, base wages ranging from approximately $25 to $117 per hour plus fringe benefits, and mandatory weekly payroll reporting to the MBTA.
The scope encompasses 24/7/365 remote monitoring of turbine status and energy production via PowerGrid Partners' SmartView website and MBTA systems; semi-annual inspections with vendor-proposed checklists subject to MBTA approval; annual maintenance inspections per Northern Power Systems manufacturer specifications; response to abnormalities within 48 hours and emergencies within 24 hours; and quarterly production reports. The vendor must furnish all equipment, tools, and safety gear; provide consumables for routine maintenance under $1,000 at no additional cost; and integrate maintenance reporting into the MBTA's Trapeze asset management platform. All maintenance personnel must obtain and maintain active Roadway Worker Protection Cards and comply with MBTA right-of-way and personal protective equipment requirements. Factory training is mandated before maintenance work begins, and a minimum of two qualified service personnel is required for all service activities.
Replacement parts and consumables exceeding $1,000 may be billed to the MBTA with prior approval, subject to an annual cap of $20,000; parts exceeding this threshold require MBTA solicitation. The estimated direct-repairs line item is $22,500 across the base period but is not guaranteed and requires MBTA written approval.
The contract term is a three-year base period (Fiscal Years 2027–2029) with one option year (Fiscal Year 2030). All prices must be firm fixed rates or lump sums, inclusive of prevailing wages, tooling, equipment, transportation, and all other associated charges. Bidders must submit a 5 percent bid deposit bond or certified check and carry comprehensive general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million per occurrence), workers' compensation per Massachusetts statute, and employers' liability ($500,000 per occurrence) with the MBTA named as additional insured and waiver of subrogation. Proof of insurance is due within three business days of conditional notice of award.
Award will be made to the lowest priced responsive bid submitted by an eligible bidder. The MBTA reserves the right to award to one or multiple bidders and retains discretionary authority to determine bidder responsibility and eligibility. Bidders must complete Form B: Pre-Award Bidder Evaluation Data Form, submitting financial statements from the prior three years, a list of similar current contracts with values and completion status, and credentials of performing technicians.
An optional pre-bid site visit is scheduled for October 29, 2026 at 11:00 AM at 134 Marion Dr, Kingston, MA 02364; attendance must be confirmed by 4:00 PM on October 28. Contract execution is estimated for December 17, 2026, with service start January 1, 2027. Proposals must be submitted through the COMMBUYS portal with a virtual public bid opening at 2:30 PM on December 9.
