About this file
This Scope of Work (SOW) document outlines operations and maintenance requirements for the Massachusetts Bay Transportation Authority (MBTA) regarding a 100kW Northern Power Systems Wind Turbine located at the Kingston Commuter Rail Station in Kingston, Massachusetts. The vendor selected through this procurement will be responsible for performing scheduled and unscheduled maintenance, monitoring optimal system configuration, ensuring turbine availability, and tracking energy production. The contract requires the vendor to furnish all necessary equipment, tools, and safety gear in compliance with MBTA standards. Key operational requirements include 24/7/365 monitoring of turbine status and energy production via PowerGrid Partners' SmartView website and MBTA remote monitoring systems, conducting initial extended service inspections upon contract initiation, performing semi-annual inspections with vendor-proposed checklists subject to MBTA approval, executing annual maintenance inspections per manufacturer specifications, and delivering quarterly production reports to support Renewable Energy Certificate creation. The vendor must respond to abnormalities within 48 hours and emergency issues within 24 hours, provide written maintenance reports within 5 business days, and integrate reporting into the MBTA's Trapeze asset management platform. All maintenance personnel must obtain and maintain active Roadway Worker Protection Cards from Keolis (or future Commuter Rail Operator) and comply with MBTA Right of Way and Personal Protective Equipment requirements.
Regarding costs and service provisions, the vendor shall provide all consumables required for routine maintenance under $1,000 at no additional cost to the MBTA. Replacement parts and consumables exceeding $1,000 may be billed directly to the MBTA with prior approval, subject to an annual cap of $20,000 for parts over $1,000; parts exceeding this threshold require MBTA solicitation. The vendor must coordinate with MBTA and Keolis field staff for maintenance scheduling to ensure site safety and operational awareness, work with MBTA IT and Telecom departments to maintain remote access capabilities, and take appropriate measures to protect the turbine during adverse weather while coordinating snow removal with Keolis when necessary. Annual performance reviews require the vendor to submit a written report analyzing the turbine's energy production and provide recommendations for performance improvements. The contract structure includes an initial base term with option years; if both option years are exercised, extended service maintenance inspections must be performed in the fifth contract year.
