About this opportunity
The Commonwealth of Pennsylvania, Department of Labor and Industry, Office of Vocational Rehabilitation, seeks qualified vendors to supply perishable and miscellaneous food products to the Commonwealth Technical Institute (CTI) at the Hiram G Andrews Center in Johnstown, Pennsylvania, for the contract period of April 1, 2026 through June 30, 2026. The procurement encompasses a comprehensive range of food commodities including fresh and frozen produce, meat and poultry, fish and seafood, dairy products and eggs, breads and bakery items, beverages, condiments, and specialty items such as gluten-free products, with estimated line items distributed across four vendor categories: Feesers (72 items), Performance (61 items), Schwebels (6 items), and Sunseri (98 items). CTI, which serves a maximum of 350 residential students and operates 24 hours per day, seven days per week, requires three daily meals and snacks to support student, employee, and guest nutrition. Qualified bidders must be manufacturers or authorized sellers with appropriate manufacturer certifications and must maintain a minimum 95 percent fill rate, deliver Monday through Friday between 7:00 AM and 2:30 PM Eastern Time, ensure deliveries no more than three days apart, and accept all orders exceeding $100. Pricing for all items shall be freight on board (FOB) destination with no separate freight charges, and products must meet specified shelf-life minimums at delivery: one month for frozen items, two weeks for refrigerated items, and one week for fresh produce. The bid due date is March 19, 2026, and all written questions must be submitted individually via email by 4:00 PM ET on Thursday, March 12, 2026, to RA-li-OIT-BAS-Procur@pa.gov with IFB 6100065476 in the subject line.
All bidders must submit the completed Specifications form, the BOP-2201 Worker Protection and Investment Certification Form, and documentation of compliance with the Reciprocal Limitations Act as mandatory components of their bid response. The Worker Protection Form requires certification of compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and thirteen specific state labor and workforce safety laws, including provisions related to construction workplace misclassification, child labor, minimum wage, prevailing wage, and equal pay requirements; false statements on this certification carry significant legal consequences, including contract termination and three-year debarment from future Commonwealth contracts. Under the Reciprocal Limitations Act, Pennsylvania grants preference to bidders and suppliers offering products manufactured, mined, or grown within Pennsylvania, with preference percentages ranging from 3% to 10% depending on competing states' reciprocal preferences. The specification document identifies four specific vendor categories (Feesers, Performance, Schwebels, and Sunseri) suggesting potential incumbent vendor relationships or cooperative purchasing arrangements under the Houston-Galveston Area Council (HGAC) framework. The procurement will be awarded to a single eligible, responsive, and responsible bidder on a low-cost basis with no guarantee of minimum volume, and the Commonwealth reserves the right to adjust quantities based on actual requirements or conduct separate competitive procurements when deemed in its best interest. No specific budget allocation or award value is disclosed in the solicitation documents, and payment will be processed via Commonwealth Purchasing Card for awards under $10,000 or through standard invoice processing upon delivery and acceptance of commodities.
