About this opportunity

The Minnesota Department of Natural Resources (DNR) has issued a Request for Proposal (RFP) for the procurement of ten (10) ProDrive Boat Packages and one (1) ProDrive Motor, specifically targeting 2025 or newer models with precise equipment specifications. The procurement involves acquiring boats (1754 SBX TD and 2060 SBX TD Timber Deck Editions), Pro-Drive XRF40 40HP motors, and Diamond City Aluminum roller trailers for DNR locations in Bemidji, Grand Rapids, St. Paul, and New Ulm. Qualified respondents must be Original Equipment Manufacturers, Authorized Distributors, or Manufacturer's Representatives, with the evaluation process structured around a 1,000-point system that heavily weights cost details (900 points) and state term acceptance (100 points). The solicitation (SWIFT Event G0210-2000016874) was posted on March 20, 2025, with electronic submissions required through the SWIFT Supplier Portal by April 7, 2025, at 3:00 PM Central Time. Potential bidders must submit any questions to Jeffrey Combs at jeffrey.combs@state.mn.us by March 28, 2025, and the state reserves the right to negotiate aspects of responsive proposals and potentially award to single or multiple vendors based on best value determination.

The procurement includes robust set-aside and preference provisions, offering 120 additional evaluation points for targeted group businesses, including those owned by minorities, women, veterans, and individuals with substantial physical disabilities. The state has a strong commitment to diversity and inclusion in its procurement process, specifically supporting Minnesota-based small businesses from these demographic categories. Respondents must provide comprehensive product documentation, including sales literature, safety instructions, operation manuals, and spare keys at no additional charge. The contract period is anticipated to run from April 15, 2025, to April 14, 2026, with potential extensions up to 48 months through formal amendments. While specific total contract value is not explicitly stated, the procurement involves multiple boat packages across four DNR locations, suggesting a substantial investment in marine equipment. The solicitation requires vendors to complete detailed pricing schedules and certify compliance with non-collusion, lobbying, and organizational conflict of interest regulations. Transportation costs are to be FOB Destination with freight included in the pricing, and no additional charges beyond listed prices will be accepted without formal contract amendment.
