About this file
This is Solicitation Addendum No. 1 issued by the Minnesota Department of Administration's Office of State Procurement for the ProDrive Boat Packages procurement (SWIFT Event No. 2000016874). The addendum extends the original response due date from April 7, 2025, to April 10, 2025, at 3:00 p.m. CT and addresses five vendor questions regarding technical specifications, including motor CARB ratings, trailer brake requirements, swing tongue specifications, and invoicing procedures. The addendum clarifies that the Briggs and Stratton EPA Clean Air Certificate meets the required 3-Star CARB Rating, swing tongues are not required, and partial deliveries can be invoiced upon acceptance.
The addendum provides specific technical clarifications for the boat package procurement, particularly around trailer specifications. For single engine packages around 1,400 lbs and dual package rigs around 2,500 lbs, vendors must either de-rate the trailer weight or implement specific brake configurations. Specifically, for tandem trailers over 2,000 lbs GVWR, brakes on both axles are required, though for boat packages under 3,000 lbs, a single wheel on a drop leg is sufficient. The procurement allows for individual boat package deliveries and invoicing, providing flexibility for vendors in fulfilling the contract requirements for the Minnesota Department of Natural Resources.

ADDENDUM
Question 1. Sample Contract Exhibit C Specification 3.6 states: Motor must meet 3 Star CARB Rating. Will the attached Briggs and Stratton EPA Clean Air Certificate No. SBSXM.9932HE-001 meet this requirement?
Answer 1. Yes.
Question 2. Do the boat packages require swing tongues?
Answer 2. No.
Question 3. Sample Contract Exhibit C Specification 4.12 states: Trailers with a GVWR of 2,000 lbs. or more require brakes on all wheels as well as breakaway brakes. The single engines packages are about 1400 lbs. The trailer we use has a GVWR of 3500 lbs. In the past this was not required or didn't apply to the single engine packages.
Answer 3. Need to de-rate for this order and if unable to, brakes will be needed.
Question 4. Sample Contract Exhibit C Specification 4.12 states: Trailers with a GVWR of 2,000 lbs. or more require brakes on all wheels as well as breakaway brakes. Am I correct in stating that since the dual package rig weights about 2500 lbs. brakes on both axles are required since it is a Tandem trailer?
Answer 4. Yes. That is correct regarding the brakes, but since the boat package is under 3000lbs, single wheel on drop leg is sufficient.
Question 5. Will the complete order have to be delivered before you would process payment?
Answer 5. No. Once each complete boat package is delivered and accepted it may be invoiced.
