About this opportunity
The Maine Military Authority (MMA) is requesting quotations for a one-year service contract to re-cover military HMMWV seats, with quotations due December 7, 2009. In-state bidders and those offering services rendered by Maine workers receive tie-bid preference under State of Maine procurement rules.
The scope is acceptance of used seats in batches of 1 to 10 units per delivery, removal and disposal of existing coverings, minor repairs to seat cushion foundations as needed, and re-covering with 8-Duck, 18 oz canvas in olive drab color. All work must be completed within one week of taking delivery. MMA projects approximately 60 seats within the first seven weeks after contract award, with an initial delivery of 10 seats within days of award followed by subsequent weekly deliveries of 1 to 10 seats. Additional re-covering orders may be needed through the contract period based on MMA's production needs. Each seat comprises separate bottom and back cushions with approximately 2.2 square yards of fabric-covered surface area.
Delivery and pickup arrangements depend on contractor location: MMA provides transportation if the contractor operates within 25 road miles of the MMA facility in Limestone, Maine; otherwise, the contractor bears all pickup and delivery costs. The contract includes an extension clause allowing the State Purchasing Director to extend the period beyond expiration with contractor consent, and a cancellation clause permitting the Director of the Division of Purchases to cancel with thirty days' written notice. The Division of Purchases reserves the right to reject any or all bids and increase or decrease quantities by up to 10 percent. Awards go to the lowest responsible bidder offering best value, with consideration of service quality, specification conformity, delivery dates, and ultimate cost. Pricing must exclude Federal and Maine State Sales and Use Taxes. Transportation charges shall be prepaid and borne by the contractor unless otherwise specified.
