About this opportunity
The State of Maine Division of Purchases is requesting bids for a one-year contract to supply springs and chassis parts for the Maine Department of Transportation, with bids due April 28, 2010. The scope encompasses approximately 200 line items of suspension and chassis components—bolts, springs, bushings, brackets, shackles, pins, rods, washers, nuts, and related hardware—designed for heavy-duty truck applications from manufacturers including Ford, Volvo, International Harvester, Sterling, Mack, and Freightliner, with pricing on a per-unit basis.
All items must be first-grade materials of domestic origin conforming to commercial standards and equal to or superior to original manufacturer specifications. Delivery is required within one day of order receipt for standard orders or three to five days for special orders to over 80 Maine DOT fleet stockroom locations statewide, with sporadic deliveries possible to other DOT garages. All transportation and delivery charges must be prepaid by the contractor, FOB destination.
The estimated annual contract value ranges from $75,000 to $100,000, depending on quantities ordered throughout the contract term. Bid prices must be net and firm for the entire contract period. The successful bidder must maintain full-time field service personnel, supply fresh stock only, and allow credit for any obsolete inventory purchased during the contract term. The vendor must accept Maine's Procurement Card as payment with no surcharges permitted.
Awards will be made to the lowest responsible bidder offering the best value, considering quality, conformity with specifications, delivery, and ultimate cost. The state reserves the right to reject any or all bids, waive technicalities, accept individual items, increase or decrease quantities by up to ten percent, extend the contract beyond one year with vendor consent, or cancel with thirty days' written notice or immediately for non-compliance. Bidders may propose alternate commodities equivalent to specifications with descriptive literature. The Division of Purchases reserves the right to procure materials from alternate sources and charge excess costs to the contractor in case of default.
