About this file
This is a bid specification document for the State of Maine's Division of Purchases seeking a vendor to supply springs and chassis parts to state agencies for a one-year contract period beginning upon award. The primary user will be the Maine Department of Transportation. The vendor must provide all springs and chassis parts listed on the attached spreadsheet, with the understanding that the contract will ultimately cover all similar products beyond those initially listed. The estimated annual contract value ranges from $75,000 to $100,000, though the actual amount will depend on quantities ordered by state agencies throughout the contract term. Delivery is required within one day of order receipt for standard orders or three to five days for special orders to multiple Maine Department of Transportation locations including facilities in the midcoast and downeast regions, with sporadic deliveries possible to other statewide DOT garages.
All bid prices must be net, firm for the entire contract period, and include fully prepaid transportation and delivery charges FOB destination. Vendors must accept the Maine Procurement Card as payment with no surcharges permitted regardless of payment method. All items must be first-grade materials of domestic origin conforming to commercial standards and equal to or superior to original manufacturer specifications, properly packaged for first-class delivery condition. The successful bidder must maintain full-time field service personnel, supply fresh stock only, and allow credit for any obsolete inventory purchased during the contract term. Vendors are asked whether they will extend contract pricing to political subdivisions and school districts in Maine. The state reserves the right to extend the contract beyond one year with vendor consent or to cancel with thirty days' written notice or immediately for non-compliance. All vendor questions must be submitted through the solicitation portal's Question and Answer link.
