About this opportunity

The Maine Department of Transportation, Division of Purchases, is requesting bids for a one-year master agreement covering Silica Bond Fast Fill patching material in 55-pound bags, with bids due July 24, 2008 and contract performance from July 21, 2008 through July 20, 2009.

The scope covers as-needed supply of Silica Bond Fast Fill to five regions throughout Maine, with delivery to facilities in Scarboro, Washington, Dixfield, Hancock, Carmel, Presque Isle, and Augusta. Orders of $5,000 or less are submitted directly to the vendor via email; orders exceeding $5,000 require Division of Purchases approval and encumbrance before distribution. The contract price must remain firm for the entire one-year duration with no escalation allowances. The State of Maine requires vendors to accept the State of Maine Procurement Card as a payment method without surcharge or additional compensation; rejection of this condition may result in bid rejection.

Bidders may quote approved equal products or alternate commodities if complete identification and descriptive literature are provided. All transportation charges, including freight and express costs, must be prepaid by the contractor unless otherwise specified. Bids should exclude Maine State Sales and Use Taxes and Federal Taxes on non-resale articles. Cash discounts of 20 days or more will be considered in determining the low bidder; discounts under 20 days will not be considered.

Awards will be made to the lowest responsible bidder offering the best value to the State, with consideration given to quality, conformity with specifications, delivery date, and ultimate cost. Tie bids will be resolved with preference given to in-state bidders or those offering commodities produced or manufactured in Maine. The Director of the Division of Purchases is authorized to extend the contract beyond July 20, 2009 with contractor consent. The State reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms and conditions.
