About this file
This is a bid terms and conditions document issued by the Maine Department of Transportation for a one-year master agreement covering Silica Bond Fast Fill patching material in 55-pound bags. The contract period runs from July 21, 2008, to July 20, 2009, with the Director of the Division of Purchases authorized to extend the contract beyond the expiration date with contractor consent. The solicitation covers the normal requirements of the Maine Department of Transportation on an as-needed basis, with delivery locations specified across five regions throughout Maine, including facilities in Scarboro, Washington, Dixfield, Hancock, Carmel, Presque Isle, and Augusta, each with designated bridge maintenance managers and contact telephone numbers.
The contract price must remain firm for the entire duration of the agreement with no escalation allowances. Orders of $5,000 or less will be submitted directly to the vendor via email as PDF delivery orders, while orders exceeding $5,000 require approval and encumbrance by the Division of Purchases' Buyers before distribution to the vendor. The State of Maine requires vendors to accept the State of Maine Procurement Card as a payment method without surcharge or additional compensation, and rejection of this condition may result in bid rejection. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms and conditions.
