About this opportunity
The State of Maine Division of Purchases is requesting bids on a one-year contract for hydraulic adapters, fittings, connectors, and related components, with bids due October 20, 2011 at 2:00 p.m. local time. The Maine Department of Transportation is the primary user, operating approximately 100 facilities statewide from York to Madawaska, and all awarded vendors must be capable of shipping to any or all of these locations.
The scope covers approximately 500+ line items of brass hydraulic fittings and connectors specified in an attached parts spreadsheet, including unions, male connectors, elbows, compression sleeves and nuts, JIC adapters, push-connect fittings, and miscellaneous pipe components such as plugs, caps, couplings, and bushings. All items require seven-day or less delivery. Bidders must submit pricing on current catalog items only, with acceptable manufacturers listed on the spreadsheet; additional manufacturers may be bid but require prior evaluation. Bidders submitting multiple manufacturers must reproduce and submit separate spreadsheets for each manufacturer without rearranging the order of parts.
The estimated contract value is $50,000, though the State makes no minimum purchase guarantees and will only pay for items actually ordered. Pricing must include all transportation charges with delivery F.O.B. Destination, and prices must remain firm for the one-year contract duration. The State accepts the Maine Procurement Card as payment with no surcharge permitted.
Awards will be made to the lowest responsible bidder offering best value, with consideration given to quality of goods, conformity to specifications, delivery dates, and overall cost. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Contractors must maintain full-time field service personnel, supply fresh stock only, allow credits for obsolete inventory, and provide approximately 11 catalogs for distribution to using state agencies. The Division reserves the right to extend the contract beyond the initial term with contractor consent or cancel with thirty days' written notice for non-compliance.
