Bid Terms and Conditions Summary

This is a bid terms and conditions document issued by the State of Maine, Division of Purchases, for a one-year contract to supply hydraulic adapters and fittings to state agencies, with the Maine Department of Transportation identified as the primary user. The solicitation requests pricing for hydraulic adapters and fittings as specified in an attached spreadsheet, with the contract period beginning upon award and extending for one year. The Maine DOT operates approximately 100 facilities statewide, ranging from York to Madawaska, and all awarded vendors must be capable of shipping to any or all of these locations. Bidders are required to complete the attached pricing spreadsheet, indicating net pricing for current catalog items only, with acceptable manufacturers listed on the spreadsheet. Additional manufacturers may be bid but require prior evaluation. Bidders submitting multiple manufacturers must reproduce and submit separate spreadsheets for each manufacturer without rearranging the order of parts.

Pricing shall include all transportation charges with delivery F.O.B. Destination, and prices must remain firm for the contract duration. The estimated contract value is $50,000, though the state makes no minimum purchase guarantees and will only pay for items actually ordered. The state expects discount pricing on listed items and requires contractors to maintain full-time field service personnel, supply fresh stock only, and allow credits for obsolete inventory purchased during the contract. Vendors must accept the State of Maine Procurement Card as payment with no surcharge permitted, and invoices should be submitted electronically in PDF format. Contractors must also provide approximately 11 catalogs for distribution to using state agencies. The Division of Purchases reserves the right to extend the contract beyond the initial term with contractor consent or cancel with thirty days' written notice for non-compliance. Contractors are asked whether they will extend contract pricing to Maine political subdivisions and school districts.
