About this opportunity
The State of Maine, Division of Purchases, is requesting bids on hydraulic stems, hose, and adapters for a one-year contract with proposals due January 30, 2009. The Maine Department of Transportation is the primary user, but the contract serves all state agencies.
Acceptable manufacturers are Parker and Weatherhead; other manufacturers may be considered subject to evaluation. Bidders must submit pricing for approximately 180 hydraulic adapters and fittings and approximately 140 hydraulic hose stems and bulk hose items specified on attached spreadsheets. If bidding multiple manufacturers, separate spreadsheets must be submitted for each. Adapters range from 1/8-inch to 1 5/8-inch with various connection types (male/female pipe, male/female JIC, O-ring male). Hose and stems span 1/8-inch to 1 1/4-inch sizes with multiple thread types and angle orientations.
The estimated contract value is $50,000 over the one-year term, though actual purchases may exceed or fall short of this estimate. Prices must remain firm for the entire contract duration and include all transportation charges on F.O.B. destination basis. Delivery encompasses approximately 100 MDOT facilities from York to Madawaska.
The contractor must supply approximately 11 current catalogs and net price lists to using agencies, maintain full-time field service personnel, and supply fresh stock only with credit allowances for obsolete inventory purchased during the contract. The State of Maine Procurement Card must be accepted with no surcharges regardless of payment method. The contractor must extend contract pricing to political subdivisions and school districts at the same quoted rates. Awards will be made to the lowest responsible bidder based on best-value considerations including quality, conformity with specifications, delivery dates, and ultimate cost to the State. In-state bidders or those offering commodities produced or manufactured in Maine receive preference in tie-bid situations. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms.
