About this file
This is a bid terms and conditions document for the State of Maine, Division of Purchases, soliciting bids to supply hydraulic adapters and fittings to state agencies, with the Maine Department of Transportation (MDOT) identified as the primary user. The contract period is one year from the date of award and is intended to cover the ongoing requirements of all state agencies. Bidders must submit pricing for items listed on an attached spreadsheet and must specify whether they are bidding Parker, Weatherhead, or other manufacturers; if bidding multiple manufacturers, separate spreadsheets must be submitted for each. Acceptable manufacturers are Parker and Weatherhead, though other manufacturers may be considered subject to evaluation. The state requires approximately 11 catalogs to be supplied to using agencies, with the bidder's name, address, telephone number, and fax number displayed on all materials. Electronic catalog submissions are preferred, though bidders must complete the attached spreadsheet with net pricing to the State of Maine. Only current catalogs and net price lists submitted with the response will be considered part of the contract. MDOT delivery encompasses approximately 100 facilities spanning from York to Madawaska, with specific locations and details to be provided to the awarded vendor post-award.
The estimated contract value is $50,000 over the contract term, though the state clarifies that actual purchases may be more or less than this amount. Prices must remain firm for the entire contract duration and shall include all transportation charges on an F.O.B. Destination basis. Discount pricing is expected on the products listed, and the contract is intended to cover all similar products beyond those specifically itemized. The contractor must maintain full-time field service personnel, supply fresh stock only, and allow credit during the contract period for any obsolete stock purchased under the contract. Delivery orders of $5,000 or less will be emailed directly to the vendor as PDF files; orders exceeding $5,000 must be approved by the Division of Purchases' buyers before being emailed to the vendor. The state requires acceptance of the Maine Procurement Card as a form of payment with no surcharges permitted regardless of payment method, and the awarded vendor must accept orders from political subdivisions and school districts at the same quoted prices. The Division of Purchases reserves the right to cancel the contract with thirty days' written notice or immediately if the contractor fails to conform to contract terms and conditions.
