About this opportunity

The State of Maine, Division of Purchases, is requesting bids for a one-year automotive springs contract with pricing due June 1, 2011 at 2:00 p.m. local time. The Maine Department of Transportation is the anticipated primary user. Pricing is structured by five geographic regions across Maine, with bidders required to submit separate unit prices for each spring item and associated fastening components (bolts, nuts, washers) across all regional delivery points.

The scope covers front springs, rear springs, and overload springs for heavy-duty vehicles including International, Volvo, Sterling, Mack, and Freightliner trucks. All items must be first-grade quality of domestic origin, equal to or superior to original manufacturer specifications. Bidders may propose alternative manufacturers pending evaluation. Delivery is required within one day of order receipt for standard items or three to five days for special orders to five regional destinations (Portland/Scarborough, Augusta, Dixfield, Bangor, and Caribou). All transportation and freight charges must be prepaid and included in pricing, delivered FOB Destination.

The estimated annual contract value is $30,000 to $50,000, though actual purchases will vary based on as-needed orders placed by individual garage locations via phone. In case of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. Prices must remain firm quarterly, with vendors permitted to request adjustments at quarter-end subject to Division of Purchases director approval. The successful bidder must maintain full-time field service personnel, supply fresh stock only, extend credit for obsolete stock purchased during the contract term, service all current and future locations within the bid region, and extend contract pricing to Maine political subdivisions and school districts. The State accepts Procurement Card payment with no surcharges permitted and reserves the right to cancel with thirty days' written notice or immediately if terms are not met.
