About this file
This is a bid specification document issued by the State of Maine, Division of Purchases, soliciting bids for automotive springs to support the daily operational needs of state agencies, with the Maine Department of Transportation anticipated as the primary user. The contract is structured by geographic region, with bidders required to submit pricing on a provided spreadsheet listing the most commonly purchased spring items. While the specification sheet identifies current manufacturer products, alternative manufacturers may be bid pending evaluation prior to award. The contract period is one year from the date of award, with no renewal options mentioned. Orders will be placed on an as-needed basis by individual garage locations via phone, with delivery required within one day of order receipt or three to five days for special orders to specified regional destinations.
Bid prices must be net, inclusive of transportation and delivery charges fully prepaid by the contractor and delivered FOB Destination. Prices will remain firm quarterly, with vendors permitted to request price adjustments at the end of each quarter, subject to approval by the Director of the Division of Purchases. The estimated annual contract value is $30,000 to $50,000, though actual purchases may vary. All items must be first-grade quality of domestic origin, equal to or superior to original manufacturer specifications, and packaged to ensure delivery in first-class condition. The State of Maine requires acceptance of the Procurement Card as payment with no surcharges permitted. The successful bidder must maintain full-time field service personnel, supply fresh stock only, extend credit for obsolete stock purchased during the contract term, and service all current and future locations within their bid region. The bidder must also agree to extend the contract pricing to political subdivisions and school districts in Maine. The State reserves the right to cancel the contract with thirty days' written notice or immediately if terms are not met.
