About this opportunity
The West Virginia Parkways Authority is requesting proposals for one new vacuum truck with integrated jet and vacuum cleaning equipment under ARFP 0809 TPK2700000004, with written questions due November 10, 2026 and sealed proposals due November 18, 2026 at 10:30 a.m. A five-point local-vendor preference applies to vendors maintaining a physical office, warehouse, service center, or place of business in West Virginia and registered in good standing with applicable state agencies.
The truck must be complete, unused, and of the current model year or newer, with a white chassis cab finish and fully integrated for operational use. Evaluation allocates 100 points: 65 technical, 5 local-vendor preference, and 30 total delivered price. Technical points break down as vacuum and cleaning performance (20), truck configuration and usable capacity (15), operation, safety, and maintenance (10), service support and parts availability (10), warranty coverage (5), training and documentation (3), and delivery schedule (2). Pricing must be submitted separately from the technical proposal and remains firm for the contract life. Vendors must submit one original technical proposal and one original cost proposal, plus convenience copies, in separately marked envelopes.
The contract is a one-time purchase running from award until all goods are delivered, not to exceed one fiscal year, with no renewal options. Payment follows West Virginia state procedures and occurs only after delivery and acceptance. The truck ships to the Parkways Authority facility at 265 Neptune Drive, Beckley, West Virginia, and invoices route to the Charleston office. The procurement is classified as an Agency Purchase Order under commodity code 25101936.
Proposals are due to the Purchasing Department at 374 George Street, Beckley, West Virginia. Pre-bid conference status is to be determined by the Authority, and the instructions require an Addendum Acknowledgment Form with each bid. Proposals become public documents upon opening under West Virginia Code 5A-3-11, while technical scores and disqualification reasons remain confidential until award. Questions go to Wesley D. Vandall, the assigned buyer, at 304-932-0799 or wvandall@wvturnpike.com.
