About this file

This document is the Instructions to Vendors for submitting bids in response to a solicitation issued by the West Virginia Parkways Authority for a vacuum truck. The solicitation requires vendors to thoroughly review all attached documents and comply with mandatory provisions identified by the words "must," "will," and "shall," with failure to comply resulting in bid disqualification. A pre-bid meeting requirement status is to be determined by the Authority, and if mandatory, all vendors must attend with proper sign-in documentation; vendors may submit questions in writing to purchasing@wvturnpike.com at least five business days prior to the pre-bid meeting, with official responses provided only through written addenda. All sealed bids must be received by the West Virginia Parkways Authority Purchasing Department at 374 George Street, Beckley, West Virginia 25801 by the specified bid closing date and time, with the sealed envelope clearly marked with the buyer name, solicitation number, bid opening date, and bid opening time. Bids received after the opening date and time will be disqualified, and bid opening will occur at the Purchasing Department location on the specified date and time.

Vendors must acknowledge receipt of all addenda by completing and submitting an Addendum Acknowledgment Form with their bid, as failure to do so may result in disqualification. All bids should be typed or electronically entered to prevent errors and expedite document processing. For request for proposal responses, vendors must submit one original technical proposal and one original cost proposal plus a determined number of convenience copies, with each envelope clearly identified as either technical or cost proposal type. Only written information issued in official addenda is binding; all verbal communications, including those at the mandatory pre-bid conference, are preliminary and non-binding. Vendors assume full responsibility for the delivery and timely receipt of their bids, and the West Virginia Parkways Authority accepts no responsibility for unsuccessful or incomplete bid delivery.
