About this opportunity
The Colorado Department of Corrections (CDOC) is seeking a vendor through a Documented Quote solicitation (DQ CFAA 2026000179) to supply and deliver 1% low fat milk to all 16 CDOC facilities statewide, which currently house approximately 12,243 offenders. The milk must meet U.S. Grade A standards, be fortified with Vitamins A and D, and be Kosher certified, available in three container sizes: half-pint gabled-top cartons (48 per case), one-gallon jugs (4 per case), and five-gallon bags with dispensing nozzles. Vendors must be capable of delivering on a bi-weekly, weekly, or monthly basis and accommodating last-minute emergency orders, with delivery locations spanning facilities throughout Colorado including Canon City, Denver, Pueblo, Ordway, Delta, Limon, Rifle, Sterling, and Trinidad. The estimated 2026 delivery requirements total 1,238 five-gallon magnums and 739 half-pint cases weekly, with current annual milk spend of approximately $1,942,767. Written inquiries must be submitted by April 14, 2026 at 2:00 p.m. Mountain Time through BidNet Direct, with quotes due by April 21, 2026 at 2:00 p.m.; the estimated award date is April 27, 2026, with the contract beginning July 1, 2026. Required documentation includes completed Exhibit B (Vendor Information), Exhibit C (W-9 Tax Form), Exhibit D (Price Proposal), Exhibit E (Vendor Disclosure Statement), proof of good standing with Colorado Secretary of State, certificates of insurance, and a Non-Conflict of Interest certification. Proposed pricing must remain firm for the first six months, with any subsequent increases limited to 2.5% annually and subject to CDOC approval, and all pricing must be all-inclusive with no additional delivery or shipping surcharges permitted. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with price being the primary consideration.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) certified by the U.S. Small Business Administration receive a 5% preference on quote pricing, with vendor assistance available through the Colorado Supplier Diversity Navigator at 303-866-5765 or DPA_SupplierDiversityHelp@state.co.us. All contractor personnel accessing CDOC facilities must undergo criminal background checks and sign Consent to Search Authorization forms prior to entry, with contractor staff and vehicles subject to search at any time while on CDOC property; electronic devices including cell phones, cameras, tablets, and laptops are restricted on CDOC properties unless advance authorization is obtained. Insurance requirements include Workers' Compensation and Employer's Liability Insurance for contractors with non-owner employees, General Liability Insurance with minimum limits of $1,000,000 per occurrence, and Automobile Liability Insurance with $1,000,000 combined single limits; all policies must name the State as an additional insured and maintain primacy over any state self-insurance. The initial contract term is one year, with the option to renew for up to four additional one-year periods at CDOC's sole discretion, for a maximum total duration of five years, with the estimated award value based on the current annual milk spend of approximately $1,942,767. The State is exempt from federal excise taxes and state and local sales taxes, and all purchase orders are subject to Colorado law with exclusive venue in Denver. All vendors must comply with strict specifications, Colorado Antitrust Act requirements, and applicable federal and state laws, regulations, and ethical standards, with the State reserving the right to cancel orders or reject goods and services that do not conform to specifications or to cancel the solicitation entirely without penalty at any time before contract execution.
