About this opportunity
The New Jersey Department of Transportation is requesting technical proposals for construction inspection services on Maintenance Resurfacing Contract N323, with proposals due October 30, 2026 and the question deadline October 23, 2026. Only prequalified firms in the C-6 discipline at Level A are eligible. A 25% Small Business Enterprise utilization goal applies, requiring proof of SBE registration at the prime or subconsultant level upon submission.
The scope covers inspection services for roadway resurfacing on U.S. Route 22 (eastbound and westbound, mile posts 56.15–58.15) and Interstate 280 (eastbound and westbound, mile posts 15.35–16.86) with potential additional work in Essex, Hudson, and Union Counties in the Mercer County area. The consultant must provide one Resident Engineer (NICET IV certification), two Road Inspectors (NICET III certification each), and one Road Inspector (NICET II certification). The earliest start date is April 12, 2027, with final completion one year after Notice to Proceed. The State intends to deploy staggered work hours and winter shutdowns to manage costs and will determine actual staffing levels based on the contractor's work schedule — the numbers listed represent expected maximum need. The State will assign a project field office location closer to the construction date.
Compensation is structured as Cost Plus Fixed Fee, with individual pay rates set by title. Consultants proposed at a higher title than requested will be compensated only at the rate of the requested title. Personnel must be available for shifts required by project staging and cannot be currently working on or committed to other NJDOT projects without proper release authorization; a 45-day release clause permits either party to terminate involvement with written notice.
The anticipated selection date is November 2026. Firms must comply with Affirmative Action requirements, provide a Business Registration Certificate, complete Ownership Disclosure forms, and certify non-involvement in prohibited activities in Iran, Russia, and Belarus. Subconsultants must be cost-basis approved by NJDOT as of 10:00 a.m. on the closing date.
