The NJDOT seeks to fill four positions: one Resident Engineer with NICET IV certification, two Road Inspectors with NICET III certification, and one Road Inspector with NICET II certification. The anticipated project start date is April 12, 2027, with a completion date one year after the Notice to Proceed. The solicitation was posted on October 8, 2026, with a closing date of October 30, 2026, and the last date to submit questions is October 23, 2026. The anticipated selection date is November 2026. Only prequalified firms in the C-6 discipline at Level A are eligible to submit proposals, and only one technical proposal per firm is permitted unless otherwise specified. The NJDOT will select one firm based on the technical qualifications and experience of the proposed project team.

The contract is structured as a Project Specific Agreement with a Cost Plus Fixed Fee arrangement funded by State sources. A 25 percent Small Business Enterprise (SBE) utilization goal has been established, requiring proof of SBE registration at the prime or subconsultant level upon proposal submission. Consultant personnel proposed at a higher title than requested will be compensated at the rate of the requested title only. The number of personnel listed represents the expected maximum; actual staffing will be determined by the State's Resident Engineer based on the contractor's work schedule. All proposed personnel must not be currently working on or committed to other NJDOT projects without proper release authorization. A 45-day release clause applies, allowing either party to terminate the consultant's involvement with written request to the Regional Consultant Coordinator. Firms must comply with Affirmative Action requirements, submit a Business Registration Certificate, complete Ownership Disclosure forms, and provide certifications regarding non-involvement in prohibited activities in Iran, Russia, and Belarus. Subconsultants must be cost basis approved by NJDOT as of 10:00 AM on the closing date, and firms utilizing the same key staff for multiple selections under this solicitation will be excluded from consideration for remaining selections.
