About this opportunity
The New Jersey Department of Transportation is requesting technical proposals for preliminary design services on the Hendricks Causeway Bridge replacement project in Ridgefield Borough, Bergen County, with proposals due August 31, 2026 and questions due August 24, 2026. This is a one-step, one-selection procurement structured as a project-specific cost-plus-fixed-fee agreement with final design and construction engineering services to be initiated later at the state's discretion.
Eligible firms must be prequalified with NJDOT in all four required disciplines: B-1 Bridge Design – Non-Movable Structure (Level C), E-3 Environmental Services (Level A), H-1 Highway Design (Level A), and T-1 Traffic Engineering (Level A). Teams are not permitted; only joint ventures with all participating firms prequalified in all disciplines are allowed. One technical proposal per firm is permitted. All subconsultants must be cost-basis approved by NJDOT as of 10:00 a.m. on the closing date. No certified firm utilization goal applies.
The scope is limited to preliminary engineering activities for a three-span continuous bridge replacement addressing structural, geometric, and operational deficiencies. The new structure includes a 9'-8½" shared use path on the south, two 12'-0" eastbound lanes, one 12'-0" westbound lane, 6'-0" shoulders, and an 8'-0" shared use path on the north. The roadway profile will be raised to provide 23'-0" minimum vertical clearance over CSX tracks, with an NJDOT Standard 6-6 high parapet featuring a 3'-0" curved top fence meeting CSX requirements. Geometric design includes specified crest and sag curves at the bridge and eastern and western approaches.
The project is federally funded. Anticipated selection is November 2026. Proposing firms must comply with federal affirmative action requirements, post-employment restrictions for former NJDOT employees, and submit Business Registration Certificates, Ownership Disclosure Forms, and Iran–Russia–Belarus investment certifications.

This is a full scope Bridge replacement project in Ridgefield Borough of Bergen County. The purpose of this project is to replace the bridge and provide the minimum required curb-to-curb width and vertical under clearance and improve the vertical geometry to eliminate the substandard sight distances. The new structure will be a three-span continuous bridge and include a 9-8 1/2 shared use path on the south, two 12-0 EB lanes, a 12-0 westbound lane, 6-0 shoulders and an 8-0 shared use path on the north. This project will address the structural, geometric and operational deficiencies of the bridge and to provide safe, efficient, and reliable passage for all users and modes of transportation. The scope of work includes the completion of all Preliminary Engineering activities associated with the Preliminary Preferred Alternative to replace the bridge and provide the minimum required curb-to-curb width and vertical under clearance and improve the vertical geometry to eliminate the substandard sight distances. The new structure will be a three-span continuous bridge and include a 9-8 1/2 shared use path on the south, two 12-0 Eastbound lanes, a 12-0 Westbound lane, 6-0 shoulders and an 8-0 shared use path on the north. The proposed substructure eliminates the pier in the middle of Remsen Place and pushes the substructure outside the 25 AREMA impact zone. The roadway profile will be raised to provide the minimum 23-0 required vertical under clearance over the CSX tracks. The NJDOT Standard 6-6 High parapet will have a 3-0 curved top fence with holes no larger than 2x2 to meet the requirements of CSX. The proposed profile includes a 368 crest curve at the bridge with an entrance grade of 6.49% and exit grade of 5.82%. The western approach includes a 170 sag curve with an entrance grade of 3.05% and exit grade of 6.49%. The eastern approach includes a 140 sag curve with an entrance grade of -5.82% and exit grade of -2.99%. The profile in the proposed condition meets all geometric standards. Bridge lighting will be included if warranted during Preliminary Engineering. New guide rail including bridge attachments will be installed at each corner of the bridge. New retaining walls will also be constructed at all four corners of the bridge and along Church Street to help minimize the impact from raising the profile of the bridge. The PPA will also include ADA improvements so that sidewalks and curb ramps are ADA compliant. The consultant will perform the tasks necessary for the advancement of the Preliminary Preferred Alternative as established in the Concept Development phase. The scope of work also includes activities necessary to support the approval of the environmental document. Further details on the activities completed to date and the Preliminary Preferred Alternative can be found in the available CD report. Further details on the proposed Preliminary Engineering activities can be found in the PE Scope Statement as part of the available CD report. The scope of work includes Preliminary Design, Final Design and Construction Engineering Services. However, services under the original agreement shall be limited to Preliminary Design only, with Final Design and Construction Engineering Services to be initiated later as Extra Work, at the sole discretion of the State.
