About this opportunity

The California Department of Transportation (Caltrans), Division of Project Development, District 10, is soliciting Statements of Qualifications from qualified firms to provide on-call engineering surveying services on an as-needed basis throughout eight counties: Alpine, Amador, Calaveras, Mariposa, Merced, San Joaquin, Stanislaus, and Tuolumne, with potential work extending up to 30 miles beyond district boundaries. The required services encompass digital terrain model (DTM) and topographic surveying, land net point searches, project control establishment, monumentation, right-of-way flagging, and construction staking to support the California transportation system. The Consultant Contract Manager must be a Professional Land Surveyor or a pre-January 1, 1982 Registered Civil Engineer with a minimum of five years of responsible experience leading teams on similar A&E on-call surveying services, with such experience detailed in project resumes and gained serially rather than in parallel. Firms must submit electronic SOQs by June 8, 2026, at 10:00 a.m. through Novell Filr account registration, with in-person interviews scheduled for June 23, 2026, in Stockton, California; requirements questions and answers must be received no later than seven business days after the May 6, 2026 RFQ advertisement date. SOQ submissions must include seven required sections: transmittal letters with team composition, prevailing wage certifications, conflict of interest disclosures, and nondiscrimination compliance certifications; GSA Standard Form 330 with organizational charts, personnel resumes, and ten example projects; key personnel availability tables; communication plans; workforce analysis documentation; nondiscrimination plans; and California Civil Rights Laws certification (Form ADM-0076). All personnel must comply with prevailing wage requirements where applicable and maintain required insurance coverage, with over 60 percent of work anticipated to be performed alongside Caltrans staff, and all original survey documents becoming property of Caltrans.

This procurement carries no Disadvantaged Business Enterprise (DBE) or Disabled Veteran Business Enterprise (DVBE) participation goal requirements following updates to federal DBE program requirements effective October 3, 2025, making this opportunity open to all qualified firms without set-aside restrictions. Effective February 20, 2025, all prime consultants and subconsultants must disclose in their transmittal letters whether Generative Artificial Intelligence (GenAI) is being utilized or offered as part of services, with failure to disclose resulting in potential disqualification. Vendor services, including staff augmentation through survey parties and office personnel, must be procured through rate sheets submitted for reasonableness scrutiny during cost negotiation rather than competitive bids. The estimated contract value ranges from $3,203,280 to $5,205,330, with a fixed profit fee of ten percent and escalation rates of 1.71 percent for year one (May 6, 2026 through May 31, 2027) and 3.42 percent for years two through three. Negotiations with the top-ranked firm are scheduled to occur during the week of July 27, 2026, with final cost proposals due by August 7, 2026, and a Notice to Proceed expected by June 30, 2026. Work will be assigned through authorized Task Orders with no guarantee that any work will be issued, and the selected firm must submit comprehensive financial documents within four business days of selection notification.
