About this opportunity

The U.S. Geological Survey seeks applicants for the Water Resources Research Act Program National Competitive Grants FY2026 (104g General) to fund research on industrial water use characterization, with applications due November 12, 2026, at 5:00 PM Eastern Time. Only Water Resources Research Institutes established under the Water Resources Research Act of 1984 are eligible; these 54 institutes are located at universities in the 50 states, District of Columbia, Puerto Rico, U.S. Virgin Islands, and Guam, with regional institutes also serving the Federated States of Micronesia, Commonwealth of the Northern Mariana Islands, and American Samoa. A mandatory 1:1 cost-sharing requirement applies to all applicants except five exempted territories: Guam, Federated States of Micronesia, Commonwealth of the Northern Mariana Islands, U.S. Virgin Islands, and American Samoa.

The program offers approximately $462,500 in total funding across an expected 4 awards, with a ceiling of $120,000 per award. The anticipated project period runs May 1, 2027, through April 30, 2030. Research must develop innovative methodologies using artificial intelligence and machine learning to characterize water use by data centers and other water-intensive industries drawing from public supply systems, improve data transparency, reduce uncertainty in usage estimates, and forecast future scenarios while accounting for seasonal variability and alternative water sources.

Ineligible applications include those involving health effects with human subjects, oceanography (estuarine research acceptable), research not meeting program objectives, and submissions from institutes with unmet prior reporting requirements. Federal employees may serve as co-investigators but not principal investigators and cannot receive federal funds or serve as matching fund sources. Proposals are evaluated on 15 elements worth up to 100 total points, including scientific value (15 points), Executive Order alignment (20 points), budget (10 points), and training potential (10 points). The assistance listing is 15.805.
