About this file
This document is a budget guidance document providing examples of common deficiencies in grant budget submissions for 104b and 104g federal awards that require resubmission to individual institutions, thereby delaying processing.
The document outlines specific requirements and corrections needed across four budget categories. For Supplies, applicants must provide detailed breakdowns including number of items, price per item, and project relevance; souvenirs and prizes are not allowable expenses. For Equipment items costing $10,000 or more, applicants must include detailed descriptions with quantity, source model number, utility to the project, and disposition plans after project completion. For Travel, applicants must itemize costs by mileage, hotel, per diem, number of trips, days, and number of people traveling; general lump-sum amounts lack required detail. For Other Direct Costs, food expenses are not allowable unless included as per diem during travel. The document also notes that under recent amendment PL117-58, Section 50221, the sum of Applicant, State, Local, and Other funding sources (lines b, c, d, e) must equal or exceed the Federal funds amount requested (line a), with programs requiring a 1:1 match ratio. The example budget shows a Federal request of $125,000 with Applicant contribution of $105,000 and Local contribution of $134,477.

Text version
Below are examples that have required budgets to be returned to individual Institutions. This slows the processing of all 104b and 104g awards. Note the missing details in blue.
Supplies. Indicate separately the amounts proposed for laboratory and field supplies followed by a breakdown of the supplies in each category.
a. $232 is requested for supplies on this project
b. $200 ($$2 each x 100) for souvenirs/prizes for public outreach meetings
What needs to be corrected?
a. More detail is needed: number of items, price per item, and relevance to project
b. Souvenirs and prizes are not allowable expenses for these federal funds
Equipment. Identify non-expendable personal property having a useful life of more than one (1) year and an acquisition cost of more than $10,000 per unit. If fabrication of equipment is proposed, list parts and materials required for each, and show costs separately from the other items. A detailed breakdown is required.
$10000 for sondes at each site What needs to be corrected? Equipment costing $10,000 or more must be described in detail, including the number, source model number, utility to project, and what will be done with equipment after conclusion of project.
Travel.
a. YR 1: 2-3 day planning trip to field sites = $3000
b. $1400 is requested for instate travel to meetings with stakeholders
Other Direct Costs:
Workshop participant snacks: 100 people x $5 each What needs to be corrected? Food is not an allowable expense for federal funds unless it is part of per diem expenses during travel.
Given the recent amendment (PL117-58, Sec 50221), the sum of b,c,d,e must equal or exceed what is being requested in Federal funds (a).
Programs at 1:1 match.
Both of these lack detail:
mileage, hotel, per diem, # of trips, days, people
