About this opportunity

The U.S. Department of Labor, administering on behalf of the U.S. Department of Education, is soliciting applications to fund training for staff and leadership in federally-funded TRIO projects, with applications due July 6, 2026. No cost share or matching is required. The program estimates $4.151 million in available funding with an estimated six awards ranging from $550,000 to $1.1 million annually over 24-month periods.

Eligible applicants include public and private institutions of higher education, 501(c)(3) nonprofits, and non-501(c)(3) nonprofits. Indirect costs are capped at either the applicant's negotiated rate or eight percent of modified total direct costs, whichever is less.

Applicants must select one of three absolute priorities. Priority 1 (Student Access and Enrollment Pathways) awards up to $1.1 million annually and requires training on financial aid, college admissions policies, and recruitment of underrepresented populations, with a minimum of 762 participants. Priority 2 (Student Persistence, Progress, and Outcomes) and Priority 3 (Program Operations, Compliance & Leadership) each award up to $550,000 annually with minimum participant targets of 531 and 487 respectively. Priority 2 focuses on reporting, evaluation, student needs assessment, and career planning; Priority 3 addresses budget management and general project management. An invitational priority addresses career planning and work-based learning opportunities.

Evaluation scores up to 75 points across five criteria: plan of operation (20 points), quality of key personnel (20 points), budget and cost effectiveness (10 points), evaluation plan (10 points), and adequacy of resources (15 points). Prior experience under expiring grants awards up to 15 additional points. Applications are submitted through Grants.gov and must comply with 2025 Common Instructions for Department of Education Discretionary Grants. The intergovernmental review deadline is September 4, 2026. CFDA 84.103.
