About this program

The Department of Education's Office of Postsecondary Education administers the TRIO Staff Training Program (84.103), which funds professional development and capacity-building for staff, project directors, and leadership at institutions operating Federal TRIO Programs, with the most recent grant awards issued on October 1, 2024.

The program funds training delivery through conferences, seminars, workshops, internships, and manuals targeting TRIO program personnel. Recent awards demonstrate a focus on six priority areas: evaluation and recordkeeping of student performance; budget management and regulatory compliance; assessment of student needs and retention strategies; student financial aid and admissions procedures; personnel management for new project directors; and general project management for TRIO directors. Grantees operate training initiatives serving TRIO staff across the postsecondary access landscape. Awards carry a two-year grant period with eligibility for one continuation year subject to fund availability and satisfactory progress.

The program operates as Project Grants exclusively; 167 awards have been disbursed since 2001. The Department of Education's Office of Postsecondary Education has funded 159 awards totaling $75.2 million in federal dollars, with the Department of Education proper funding 8 awards worth $3.7 million. Combined federal and non-federal dollars obligated total $80.7 million. Recent award volumes average ten per year, with notable exceptions in 2023 (one award) and consistent activity in 2024, 2022, 2020, and 2018 (ten to twelve awards annually). Representative recent awards include University of Kansas' TRIO Training Program for Priority 1 at $309,505, UNLV's Priority 3 training at $402,027, and Grand Valley State University's Priority 4 grant at $619,010.

A new opportunity (ED-GRANT-26-026) was posted May 21, 2026, with applications due July 6, 2026, soliciting from public and private higher education institutions and nonprofits. The Department of Labor is administering this solicitation on behalf of the Department of Education.
