About this opportunity
The U.S. Department of Labor's Employment and Training Administration seeks applications from public community colleges and eligible consortia to build program and system capacity for implementing and scaling short-term training opportunities through Workforce Pell Grants. Applicants must form statewide or majority-community-college consortia led by a community college and including partnerships with state coordinating entities, employers (at least three per industry sector), and workforce development system partners. Core requirements include developing industry-driven strategies with employer engagement, creating worker mobility pathways, integrating with state workforce systems, and demonstrating commitment through letters of support from state officials in two designated groups. Evaluation will assess applicants' capacity to track performance outcomes including student enrollment, completion rates, job placement, and credential attainment, as well as their plan to procure third-party developmental evaluators (not exceeding five percent of budget) and publish intellectual property to public repositories. The application deadline is 11:59 p.m. Eastern Time on May 20, 2026, with a prospective applicant webcast scheduled for March 4, 2026, and questions directed to SCC6_FOA-ETA-26-40@dol.gov.
The Department anticipates awarding 6-10 grants ranging from $6,500,000 to $10,800,000 per award, with total expected funding of $65,000,000 and potential additional allocation of $65,000,000 if sufficient qualifying applications are received. The performance period spans 48 months beginning September 1, 2026, with grantees required to complete key milestones including participant intake by month 12, developmental evaluation procurement by month 6, open educational resource development by month 24-36, and submission of programs to state Eligible Training Provider Lists within the grant period. Performance of the awarded projects will occur at community college campuses and partner institutions throughout the applicant's state or consortium region, with data integration and coordination at the state workforce system level.
