About this opportunity

The Department of State Bureau of International Narcotics Law Enforcement (INL) seeks qualified individuals to provide expert advisory and mentoring support to specialized anti-organized crime and corruption departments in Bosnia and Herzegovina by October 27, 2026, with total available funding of $150,000 distributed as two anticipated awards ranging from $50,000 to $75,000 each.

Eligible applicants are U.S.-based or foreign-based individuals with minimum ten years of senior-level professional experience establishing, leading, or operating specialized prosecutorial or judicial bodies focused on organized crime and transnational organized crime-related corruption, and a demonstrated track record of successfully prosecuting or adjudicating complex, high-level organized crime cases. Applicants must demonstrate expertise in case-based mentoring, working group legal advisory sessions, and case prioritization frameworks. Preference is given to applicants with familiarity with the Federation of Bosnia and Herzegovina's 2014 Law on the Suppression of Corruption and Organized Crime, proficiency in Bosnian, Croatian, Montenegrin, or Serbian languages, prior advisory experience in Bosnia and Herzegovina or Western Balkan countries, and experience with U.S. government agencies.

The project implementation period is 12 to 18 months with an estimated start date of November 2026. Work is performed in Bosnia and Herzegovina, covering both the Federation of Bosnia and Herzegovina's Specialized Department for Corruption and Organized Crime (POSKOK) and its Republika Srpska counterpart. Key objectives include strengthening prosecutorial methodology, developing a structured case prioritization framework to manage complex caseloads, and identifying cases with a U.S. nexus.

Required deliverables include written legal advisory inputs following each working group session, a structured case prioritization framework within 90 days of award, quarterly case-based mentoring reports, and a final program report. Allowable costs include international and in-country travel (economy class only), lodging and per diem per U.S. government rates, honoraria not exceeding $784.62 per day, communications costs, and translation and interpretation services. Applications will be evaluated on project analysis and design (45 points), applicant qualifications and record (40 points), and cost effectiveness (15 points). The funding source is FY2023 International Narcotics Control and Law Enforcement (INCLE) funds under the Foreign Assistance Act of 1961 (CFDA 19.703).
