About this opportunity

The Centers for Disease Control and Prevention is soliciting applications through cooperative agreement to fund state Perinatal Quality Collaboratives and a coordinating center for the National Network of PQCs, with applications due by a date not specified in this forecast announcement. Eligible applicants include state, territorial, local, and tribal governments; state health departments; higher education institutions (public and private); 501(c)(3) and non-501(c)(3) nonprofits; city and county governments; small businesses; for-profit organizations; and bona fide agents applying on behalf of these entities.

Component A supports state-based Perinatal Quality Collaboratives conducting data-driven quality improvement initiatives in health facilities. Key strategies include strengthening PQC capacity, building and strengthening data systems, and developing partnerships to improve coordination and alignment of perinatal QI initiatives. Component B funds a single coordinating center for the National Network of PQCs to provide technical assistance, coordination, and collaboration opportunities across all state PQCs. Expected outcomes include increased implementation of successful QI initiatives, improved continuity and coordination of healthcare services, and improved health outcomes for pregnant and postpartum women and newborns across the United States.

The cooperative agreement funding instrument supports initial budget periods of up to 12 months with total periods of performance up to five years, subject to availability of funds and satisfactory recipient progress. Non-competing continuation awards are available after initial funding contingent on documented satisfactory progress and determination that continued funding serves the federal government's interest. The program operates under CFDA 93.946 (Cooperative Agreements to Support State-Based Safe Motherhood and Infant Health Initiative Programs) within the CDC's Division of Reproductive Health, which focuses on promoting optimal and equitable health in women and infants through surveillance, research, and partnership.

Forecast synopsis

The purpose of this multi-component NOFO is to improve the health of pregnant and postpartum women and their newborns through quality improvement. CDC will fund two components.

Component A will support state Perinatal Quality Collaboratives (PQCs). PQCs are state-based organizations that support quality improvement (QI) efforts in health facilities and whose approach has been successful in improving outcomes for moms and their babies. Key expected strategies for Component A include strengthening PQC capacity, conducting data-driven QI initiatives, building and strengthening data systems, and developing partnerships to improve coordination and alignment of perinatal QI initiatives.

Component B will support an organization to serve as the coordinating center for the National Network of PQCs (NNPQC). NNPQC supports all PQCs across the US, providing coordination, technical assistance and crucial opportunities for collaboration between PQCs and other relevant partners. Key expected strategies for Component B include understanding and strengthening PQC capacity, developing partnerships to improve coordination and alignment in efforts to support PQCs, fostering connections and collaborations among PQCs, and disseminating resources and best practices to PQCs and partners.

Expected outcomes include increased implementation of successful, data-driven QI initiatives, ultimately leading to improved healthcare services, increased continuity and coordination of healthcare services and improved health outcomes for women and newborns across the US.
