About this opportunity
The Department of Energy National Nuclear Security Administration is soliciting a single cooperative agreement to provide staff support to the Tribal Radioactive Materials Transportation Committee for engagement with DOE on radioactive materials transportation planning, with applications due October 9, 2026, at 6:00 p.m. EST.
Eligible applicants include institutions of higher education (public and private), for-profit organizations, nonprofits (501(c)(3) and non-501(c)(3)), state governments, federally recognized Tribal governments, and non-federally-recognized Tribal organizations. No cost share is required. The award is valued at $1.8 million to $2 million total ($400,000 annually) over five years from November 1, 2026, through September 30, 2031, under CFDA 81.121 (Nuclear Energy Research, Development and Demonstration).
The recipient must facilitate engagement between DOE's Office of Storage and Transportation and Office of Packaging and Transportation with federally recognized Tribes nationwide regarding planning for large-scale transportation of commercial used nuclear fuel, high-level radioactive waste, and other radioactive materials. Principal responsibilities include convening two TRMTC committee meetings annually (one coordinated with DOE's National Transportation Stakeholders Forum), providing logistical support and staffing, coordinating tribal participation in DOE transportation planning working groups, assisting with routing and infrastructure assessments, developing communication materials, and maintaining a public website. Deliverables include quarterly progress reports, semi-annual meeting summaries, and annual feedback surveys from TRMTC members. Existing program materials including the TRMTC website, domain name, back-end files, historical documents, and contact records transfer to the recipient upon award.
Applications are evaluated on three weighted criteria: expertise in tribal governance and radioactive materials transportation (50 percent), key personnel qualifications and staffing adequacy (30 percent), and conformance to the Statement of Objectives (20 percent). The 20-page project management plan is weighted on management and organization (50 percent), project objectives (30 percent), and risk analysis and mitigation (20 percent). Required submissions include biographical sketches, current and pending support disclosures, impacted Indian Tribes documentation, and a Statement of Objectives response via email to Regional_State_Tribal_Groups@id.doe.gov. Anticipated selection notification is October 22, 2026.
