About this file

This file is a presentation from a Funding Opportunity Open House held on May 26, 2026, for the Staff Support to Tribal Radioactive Materials Transportation Committee grant opportunity. The Department of Energy National Nuclear Security Administration is soliciting a single cooperative agreement valued at $1.8 million to $2 million over five years ($400,000 annually) from November 1, 2026, through September 30, 2031, under CFDA 81.121 (Nuclear Energy Research, Development and Demonstration). The award supports staff and logistical services to the Tribal Radioactive Materials Transportation Committee to facilitate engagement between DOE's Office of Storage and Transportation and Office of Packaging and Transportation with federally recognized Tribes on planning for large-scale transportation of commercial used nuclear fuel, high-level radioactive waste, and other radioactive materials. Primary responsibilities include convening two TRMTC committee meetings annually (one coordinated with DOE's National Transportation Stakeholders Forum), providing staffing and logistical support, coordinating tribal participation in DOE working groups, assisting with routing and infrastructure assessments, developing communication materials, and maintaining a public website. Eligible applicants include institutions of higher education, for-profit organizations, nonprofits, state governments, federally recognized Tribal governments, and non-federally-recognized Tribal organizations, with no cost share required.

Applications are due September 30, 2026, at 5:00 p.m. EST and must be submitted via email to Regional_State_Tribal_Groups@id.doe.gov. Required submissions include biographical sketches, current and pending support disclosures, impacted Indian Tribes documentation, and a Statement of Objectives response, along with a 20-page project management plan. Evaluation criteria weighted at 100 percent include expertise in tribal governance and radioactive materials transportation (50 percent), key personnel qualifications and staffing adequacy (30 percent), and conformance to the Statement of Objectives (20 percent). The project management plan is evaluated on management and organization (50 percent), project objectives (30 percent), and risk analysis and mitigation (20 percent). Deliverables include quarterly progress reports, semi-annual meeting summaries, and annual feedback surveys from TRMTC members. Selection notification is anticipated for October 22, 2026, with award effective date of November 1, 2026. The presentation file itself serves as an informational resource for prospective applicants attending the open house event.
