About this opportunity
The Health Resources and Services Administration is soliciting cooperative agreement applications to fund seven regional awards under the Sickle Cell Disease Regional Care Excellence (SoRCE) Program, with applications due by 11:59 p.m. Eastern Time on July 8, 2026. Each Regional Coordinating Hub serves one of seven geographic regions (Northeast, Mid-Atlantic, Southeast, South, Midwest, Heartland, and West) with a maximum award of $950,000 per year, totaling $6,650,000 across all awards.
Eligible applicants are federally-qualified health centers, nonprofit hospitals or clinics, or university health centers that provide primary health care, hold collaborative agreements with community-based sickle cell disease organizations, and demonstrate at least five years of experience working with individuals with sickle cell disease. The four-year project period runs from September 1, 2026, through August 31, 2030.
Award recipients must contract with at least three Clinical-Community Spokes—each comprising one clinical center partnered with at least one community-based organization—and allocate at least 40% of total budget to these spokes. By August 31, 2030, recipients must serve at least 30% of the sickle cell disease population in their region and increase disease-modifying therapy usage by 5% over baseline. Continuous quality improvement activities, annual data collection on emergency department utilization and high school graduation rates, and engagement of individuals with sickle cell disease in program design are required. Recipients must develop a regional action plan within six months of award and collaborate with the HRSA-funded Sickle Cell Disease National Coordinating Center.
Merit review allocates 100 points across six criteria: Need (10 points), Response (40 points), Performance Reporting and Evaluation (15 points), Impact (10 points), Resources and Capabilities (15 points), and Support Requested (10 points). An optional supplemental award of up to $250,000 for one year is available to address emerging issues in sickle cell care, funded in order of objective review scores.
CFDA 93.365 (Sickle Cell Treatment Demonstration Program).
Synopsis
Sickle Cell Disease Regional Care Excellence Program (SoRCE) is to improve the health of people with sickle cell disease (SCD) by expanding access to care, improving the quality of care, and tracking quality of life indicators. There are approximately 100,000 people in the United States with SCD. Treatment starting in early childhood can prevent or reduce complications such as severe pain episodes, silent strokes, and premature death. Despite universal identification at birth, fewer than half of children with SCD receive needed treatment. As these children become adolescents and transition to adulthood many are not appropriately identified as candidates for disease-modifying therapies, in part because their doctors are still learning how to use the latest treatments. The program is made up of seven regions with one award recipient per region serving as a Regional Coordinating Hub (RCH). Each award recipient will work with clinical and community-based partners in their region and engage in continuous quality improvement (CQI) initiatives to improve access and quality of care.
