Eligible applicants are U.S.-based for-profit organizations, educational institutions, and not-for-profit organizations (including 501(c)(3) nonprofits). All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Cost sharing is voluntary and does not affect competitive ranking.

One to three awards totaling up to $7 million in available FY25 Economic Support Funds are anticipated, with individual awards ranging from $2 million to $7 million. The performance period spans 54 months (4.5 years) from September 30, 2026 through March 30, 2031. Priority implementation countries include Cook Islands, Federated States of Micronesia, Tonga, and other Pacific Island Countries.

Funded entities must conduct two to four ocean mapping and seabed exploration expeditions and deliver environmental baseline data, habitat and resource characterization, capacity building for Pacific Island Country governments on regulatory frameworks, and partnerships between U.S. private sector entities and PIC governments.

Evaluation uses a 100-point scale weighted as: Quality and Feasibility (30 points), Organizational Capacity (20 points), Program Planning (15 points), Monitoring and Evaluation (15 points), Budget (10 points), and Sustainability (10 points). Applications require SF-424, SF-424A, and SF-424B forms, a 15-page maximum proposal, detailed line-item budget with justification, monitoring and evaluation plans, curriculum vitae for key personnel, and letters of support from program partners. Submissions are accepted through Grants.gov or MyGrants only.
