About this file

This is a Logic Model Template document designed to guide applicants in structuring their project proposals for the Seabed Mapping, Exploration, and Characterization in the Pacific federal grant opportunity. The template provides a framework for organizations to articulate their proposed work through key components including problem statement, needs analysis, inputs, activities, outputs, outcomes, and impact metrics. Applicants are instructed to define the problem and its root causes, identify target audiences and stakeholders, reference existing research and past project evaluations, and develop a Theory of Change statement that links project activities to expected results using the format: "If we do [activity], then x will happen because [reason]."

The template is designed for use with the Department of State's Bureau of Oceans and International Environmental and Scientific Affairs (OES) competitive grant opportunity offering Cooperative Agreements to U.S. institutions, companies, and organizations for ocean mapping, seabed exploration, habitat and resource characterization, and data management in Pacific Island Countries. Applicants must complete separate sections for each objective, including assumptions and external factors that may influence project success. This template is a structural tool only and does not contain specific eligibility requirements, award amounts, deadlines, or evaluation criteria beyond the framework for organizing project logic and expected outcomes.

Problem Statement

Definition if the situation (research and analysis) What is the problem? What causes the problem? Who is affected by this problem (target audience?) Who cares about whether or not this problem is solved (i.e. the “stakeholders”)? What do existing research and past project evaluations tell us about how to solve this problem? You can use your Logic Model to develop your Theory of Change. A Theory of Change is a statement that describes how your project will produce the outcomes you have described in your Logic Model.
