About this opportunity
The Department of State Bureau of Oceans and International Environmental and Scientific Affairs is soliciting applications for a cooperative agreement to conduct ocean mapping, seabed exploration, habitat and resource characterization, and data management and analysis in Pacific Island Countries, with an application deadline of August 14, 2026, at 11:59 PM ET.
Eligible applicants are U.S.-based for-profit organizations, educational institutions (public, private, or state), and not-for-profit organizations. Applicants must hold a Unique Entity Identifier, maintain active SAM.gov registration, demonstrate experience in seabed mapping or deep-sea exploration, and have established partnerships with Pacific Island Countries, particularly Cook Islands, Federated States of Micronesia, and Tonga; prior regional experience is not required if applicants can demonstrate comparable deep-sea mapping or characterization experience from other geographic regions.
Total available funding is seven million dollars, with 1–3 anticipated awards ranging from two million to seven million dollars per award. The performance period runs from September 30, 2026, to March 30, 2031 (54 months or less). No cost share is required. Work includes ocean mapping expeditions, seabed resource and habitat characterization, environmental baseline studies, strengthening of PIC government regulatory capacity, and establishment of U.S. private sector partnerships. All funding must be obligated by September 30, 2026; no application extensions will be granted. Applicants must secure survey vessels, equipment, operational support, research permits, marine scientific research authorizations, and PIC approvals independently; OES provides governmental coordination only.
Applications are evaluated on a 100-point scale across six criteria: program quality and feasibility (30 points), organizational capacity (20 points), program planning (15 points), budget (10 points), monitoring and evaluation (15 points), and sustainability (10 points). Submissions occur through Grants.gov or MyGrants only. The funding source is FY25 Economic Support Funds under the Foreign Assistance Act. CFDA 19.017.
